SUMMARY – The Operation Manager will oversee the management of all Head Start/Early Head Start Academies to ensure program compliance with federal, state and local laws, regulations and standards, including contractual compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Perform other duties as assigned by the Early Childhood Administrator.

Coordinates the maintenance of facilities with Center Directors to ensure compliance with state and city requirements for licensing, building occupancy, fire and health permits.

Assists in the acquisition of new facilities ensuring compliance with federal, state and local regulations

Assist the Center Directors in the oversight and the management of all Head Start/Early Head Start Academies to ensure program compliance with federal, state and local laws, regulations and standards, including contractual compliance

Assist management staff to ensure the implementation and integration of policies, procedures and standards established by program.

Ensures all required licenses and permits are current.

Assist the Center Directors in ensuring that all the programs meet the needs of the community by developing systems that facilitate center operations and establishing short and long-range goals in conjunction with program evaluation tools such as the Self-Assessment, Program Information Report (PIR) and Community Assessment (CA).

SUPERVISORY RESPONSIBILITIES – The Operations Manager is responsible for the supervision of the Center Directors; exercises authority in managing content areas for the Head Start Program and its various functions.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform essential duties satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Bachelor’s degree in Education, Social Services, Business Administration or Management required. Master’s degree preferred.

Minimum 5-10 years of progressively more responsible management experience. Direct experience in managing government-funded program is highly desirable. Knowledge of Head Start Program philosophy and structure is high desirable. Ability to plans, organizes, allocates and control substantial financial, human and physical resources.
