SUMMARY

Works with the CAO Head Start/Early Head Start Administrative Office’s Education/Career Development and Training Service Area Manager in providing leadership to education service area in meeting current Head Start Performance Standards and NYS licensing requirements; prepares monitoring reports, develops new education curricula, and works closely with Education Coordinators of all classrooms. Submits articles to Head Start Administrative Office’s newsletter. Maintains CAO Head Start/Early Head Start Administrative Office’s Resource Library. All duties are of an advanced type in the field of Early Childhood Education. Other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following

-Provides leadership to the Early Childhood Development & Health Services service area, through monitoring, training and technical assistance and follow-up to CAO Head Start/Early Head Start direct run programs and delegates, to ensure Performance Standards compliance, and other licensing or regulatory regulations, including New York State Day Care licensing requirements are being met.

-Participates on assigned self assessment teams.

-Provides leadership and technical assistance in the development of the service area plan for the direct run programs and technical assistance to the delegates as requested.

-Oversees the implementation of the Reading Is Fundamental (RIF) program for the Head Start program, including the completion of the necessary paperwork associated with the project.

- Provides direct supervision to the content area as well as supervises CAO Head Start content area education coordinators.

- Develops/recommends new education curricula, working together with staff and parents.

- Provides leadership/oversees the child outcomes process for all programs.

- Reviews and recommends education material and equipment.

-Assists in facilitating Service Area Managers’ meetings

-Facilitates content area meeting bi-monthly

-Completed supervisory paperwork as dictated by CAO requirements and procedures.

-Provides leadership, trains, and implements the National Reporting System (NRS).

-Serves as a technical assistant/trainer resource to Head Start/Early Head Start agency and staff.

-Models positive work ethic for parents and staff.

-Serves as a liaison on the assigned CAO Head Start/Early Head Start Child Family Study Team and as a member of the administrative office Mental Health Team.

-Participates in the Strategic Planning process including being a member of action group (s).

-Represents CAO Head Start Program on various community agency/organization boards and committees that serve children neonatal to five, representing and /or reflecting the needs of the families served by Head Start, as directed by the Team Leader.

- Provides technical assistance to the Overall Policy Council service area subcommittee meetings.

- Makes presentations to CAO Board of Directors when so directed by the Early Childhood Administrator

-Develops articles in specialty area for Head Start/Early Head Start Administrative Office newsletter.

-Assist in the collections, compilation and review of the Community Assessment data and in the tracking and collection of in kind services related to the service area.

- Maintains Grantee Resource Library; provides input to Head Start Administrator in writing funding proposals.

QUALIFICATIONS to

EDUCATION and/or EXPERIENCE

Masters Degree in Early Childhood, Child Development or Education with early childhood specialization, with a minimum of least three years teaching/supervising experience, at least two of which have been with children zero to five years if age preferred;

Or

BS/BA in Early Childhood Development or Education with early childhood specialization, with a minimum of least three years teaching/supervising experience, at least two of which have been with children zero to five years if age preferred;

Experience with home based option and adolescent parents, and demonstrated ability to work with persons with diverse backgrounds desirable. Previous experience in Head Start/Early Head Start, or experience with low income, prenatal to three year old children and their families, preferred.
